truck : stock height 1999 XLT 2WD

i was told that i can run a 31x10.50x15 on my stock rim with the stock height w/o rubbing (or minor rubbing). is this true? because im saving up my money for the tires as we speak. and if they do fit, im going to sell my drop kit for the price of my tires. the only thing i was told was to check my wheel size ... i know its a 15" wheel, but it is stamped on wheel under the cap that it is a 15x7.

......will all of this work? is there anything you have to ask me to make sure we are all correct?

well i dont have a driveway, nor do i park in them often, usually the street or just my parking spot at the apartment. is there anything i should trim out or remove for a little less rubbing? my lower valance is coming off, but thats only cause its broken in like 4 spots and im just waiting for it to fall off. so thatll give me some more room.
