Nothing should pop-up, pop-under, scroll into the middle of the screen, ask you do go elsewhere, to download something or otherwise interfere with your ability to interact with this forum.
With the ever growing number of security issues/exploits concerning Internet Explorer, and the large number of spy/adware/trojan/worms/viruses that plague Microsoft Windows, there's a chance your computer is the problem.
On the adware side of these, there are programs that can work its way onto your computer without you knowing and deliver ads/pop-ups constantly or on the sly, by loading their ads in the place of the ads that should be there or by placing ads on pages that never had any. It can happen on a few select sites, maybe all the time, you just don't know. Thats just the tip of the iceberg too for those programs. Sometimes it's self-inflicted, some program that was downloaded off the Internet came with a bunch of other crap that is nothing more than spyware/adware.
Obviously we can't be sure that everything is configured correctly on your end, that your system is clean and has all the latest updates, or that you aren't running a program that is causing the problem so please check before you come to us about our ads.
There is a chance that the problem originated on our end, it is possible an ad is doing something we don't want our ads to do.
Here are a few things you can do to help us see if we need to pull an ad from rotation:
Copy the address the ad is linked to
Copy the image location
Take a screen shot
Describe exactly what is happening
Internet Explorer
Right click on the image and an option menu should appear. Options you will have are Properties and Copy Shortcut.

Click on Properties and copy what is says in the Address: (URL) in the properties window. You can just highlight it and press CTRL+C to copy and paste it in your complaint. That is the image location. Now right click again on the image and Copy Shortcut, and paste that in your complaint. That is the address the image is linked to.
Mozilla/Firefox
Right click on the ad Copy Image Location and paste that in your complaint. Right click on the ad, click Copy Link Location and paste that in your complaint

Screen shots
At any time you can take a screen shot, and this is probably the only way to capture a problem on a page that refreshes quickly. Also this would help to show an ad appearing out of place. And one last reason, some ads are flash based and if you right click on them the only menu that will appear is the flash plug in controls.
A screen shot can be done in Windows by pressing the Print Screen or Prt Scr button. This captures everything you are seeing in your current screen and all you have to do is open up whatever image editor you have, start a new document, and paste the image. You don't need a fancy image editor like Photoshop, open MS paint and paste the image and save it as a jpg, upload it somewhere and link it in your complaint.
So in a nutshell get where the ad is coming from, where it is going to, and take a screen shot. We will be able to see if it is one of our ads in rotation, try to duplicate the results you describe and remove it if need be. If we can't find a problem or that ad isn't on our list, not much we can do about, I suggest you start looking around your computer for problems.
If you come to us about an ad doing bad things but have nothing for us to go on, sorry not much we can do.
