Atrocity

Hi all, just got my first vehicle, 04 Ford Ranger Edge; Just got her home off the lot a couple hours ago. Have some future plans for her, and hope to gain some knowledge here. Here's some pics from the dealer, will get some of mine soon:

Have a question about the fog lamp operation, those two bottom lights on the bumper are the fog lamps right? Well i can't get them to work. In the owners manual it says to operate them you have to have the headlamps on without high beam. I've tried every combination to get them to work, but no luck. Thinking the fuse is blown?
