I took my IAC off to clean it. Some carbon, but not to bad. I noticed with no voltage applied, it is not fully seated closed. The spring holds it open a little. Do you know if this is normal or not. Also do you know the procedure to reset the idle speed to factory. I installed a auto meter tach the other day and it shows idle at 1000 rpm. I don't know if it is incorrect or the idle speed needs to be reset.

IAC (Idle Air Controller) is tested like this:
1. with the engine running, disconnect it. It should run rough or stall.
2. With engine off, but the key on, the VPWR to ground should be 10.5 volts.
3. While disconnected, check the resistance of the IAC itself, should be 6-10 Ohms.
If not, it's bad.

There are no procedures for cleaning it, and it says NEVER use solvent.
I think it is bad just because the idle speed is wrong. That is the IAC's sole purpose in life, Idle speed control.
